A. Dugger is a partner with Smith and Hale,
LLC. His practice primarily concerns land use,
zoning, economic development and real estate transactions
arising from development.
Glen's practice is generally focused in the
central Ohio suburbs, with a concentration in
Reynoldsburg, Hilliard, and Gahanna, where he
has participated in many land use decisions
for more than two decades. Like his colleagues
at Smith and Hale, his practice often takes
him before various boards, planning commissions
and city councils throughout central Ohio. Mr.
Dugger participated in two of the largest annexations
in Ohio history (Marysville southeast in 1994
and New Albany in 1988), several of the largest
and most complicated real estate assemblages
in central Ohio (Easton Mall 1986-1990, New
Albany 1986-1992, and the Limited's Reynoldsburg
campus, 1989-1992), and conceptualized or helped
structure numerous complicated partnerships
between his real estate development clients
and local governments. In addition to zoning
and land use issues, Mr. Dugger has expertise
with the intricacies of a variety of economic
development tools including tax increment financing,
job creation tax credits, and community development
authorities. Glen has also represented several
central Ohio suburbs (Grandview, Powell, and
Marysville for example) on complex economic
development issues.
Glen grew up in Columbus, Ohio, attended Ohio
University on an athletic scholarship, graduating
in 1981, and then began working for Smith and
Hale in 1982 as a law clerk, and continued with
the firm upon graduation from The Ohio State
University College of Law in 1984.
He and his wife Joan have three children and
live in Upper Arlington.
